Which convention do the DSE papers employ?

NER= Rs/$ or $/Rs? (Rs being the home currency) (Rs 50/$ or 0.02$/Rs?)

And, so is RER= NER(Pf/Pd) or NER(Pd/Pf)?
 For example, in DSE2012 Q57, using the first definition gives option a and using the third gives option c.
