Yes, I read that part too, but see what happened is that the paper setter found this question in some question bank, included it here and now we are stuck with it. In a way someone can argue that both answers are correct, as one is strictly grammatically correct and the other is accepted in mainstream usage.
Suppose 100 students, with roll no 1 to 100.
Now roll no 1 to 40 failed maths and passed chemistry, and roll no 70 to 100 failed chemistry and passed maths, so the minimum number of students who failed both is 0%
