MSE Second list doubt

hi guys.. i got an e-mail from MSE for environmental economics only (specifically mentioned that seats are available only for that course) , but i want actuarial economics , and counselling will be held only on august 1st for the same. Do you think there is a remote possibility for upgradation ? i heard the cut offs for these  two courses are the same and that usually , lots of seats in actuarial and environmental dont get filled up year after year. is that also true ?

Even if u dont get it , there are a lot of optional courses so u can take papers of actuarial eco
