'X implies Y' means that if X is true then Y has to be true. But if X is false then there is no information of Y ...it can True or False.
Conversely if we look at it from Y side, if we know that Y is true then we cannot be sure that whether X is true or False..but if Y is false then we are sure that X has to be false.
