i dont know whether this logic is correct or not but i think
rawlsian social welfare function maximizes the utility of worst off agent so w = min(u1,u2,u3)
if a is chosen then u1=u2>u3 thus 3 is worst off
if c is chosen then u3>u1=u2 thus 1 and 2 are worst off
if b is chosen then u1=u2=u3 thus all are equally worst off or better off
hence the social planner should choose b
