f(x) =1/3 for 0<x<1
        1/3 for 2<x<4
        0 elsewhere

what is the probability density function

The function that you've mentioned IS the probability density function as it satisfies both axioms of the pdf i.e.
1. f(x)>=0 for all x
2. by integrating f over (-infinity) to infinity we get 1

The cdf for this function is
F(x)= {0 , x<=0
x/3 , 0<x<1
1/3 , 1<=x<=2
(x-1)/3 , 2<x<4
1 , x>=4
