Well, it completely dependent on you on what you prefer. But If I were to select, I would select GIPE.
A couple of reasons.

1. General Economics is Generic and you get a holistic view of Economics while Devt Economics would restrict you. If you intend to give exams like NET, then Gokhale would provide a more wholesome education to you.
I don't know about SAU, but the thing with course structures is that they can look good on paper, but what happens in practice is entirely random.

2. Even I am from Delhi and I got through SAU and GIPE. I chose GIPE. If you're from Delhi and have always stayed in Delhi, why would you still want to be in Delhi? Hostel experience is something I guess every college student should experience, and Gokhale's hostel life is very vibrant, but you have to be disciplined to study on your own. The D.R. Gadgil library there is one of the best in the country(not talking about economics textbooks, but journal articles). Also, Gokhale is an age old institution, since 1932. People in Maharashtra respect GIPE a lot, sometimes to the point outsiders make you feel like celebrities.
