Revenue deficit=total revenue receipts - total revenue expenditure
For 63....tax revenue (net to centre)+non-tax revenue - planned expenditure on revenue account - non plan expenditure on the revenue account
Divide this by nominal gdp

For 64....fiscal deficit is the borrowing by the govt
Borrowings and other liabilities÷nominal GDP
For 65.....primary deficit= fiscal deficit - interest payments
So....borrowings and other liab - interest payments whole divided by nominal gdp
