A 14 varX = E(x^2) -{E(x)}^2
     here var x is 4 and E(x^2) = 16
     so we get E(x) = sq rt (12)
 E(2 + 3x)^2 = E( 4 + 9x^2 + 12x)
                   =Exp 4 +9 Exp (x^2) + 12Exp.X
                    =4 + 9*16 + 12*sq rt 12
                     =189.57
thus none of the above
