MERIT vs ENTRANCE BASED

Suppose a student cleared​ DSE entrance through both MERIT & ENTRANCE mode then is it student's choice through which mode he wants​ to take admission or the University decides. Which mode the University choose in case they decide about it?

I am sure the university decides. But.. I think it decides 'Merit' (not entirely sure though)
