As taking away something from rich, landed or capitalist would reduce their welfare, but a philanthropist doesn't get worse off from taking a part of income from him as he is interested in happiness of others too.

answer to first question is c because in expenditure method private spending by residents include spending on imports so to calculate gdp imports are subtracted. For 2 question Pareto improvement would be possible when both would benefit from their actions so my guess is d(not sure)
