My advice is to mail this query to them, then u will be having a written proof that u can get upgradation without even paying fee, and just keep checking till what rank everyone is given a particular course..
Then, everything will be 100% clear which they could not deny at later stage

I guess they sent mail till the150's. Also, irrespective of whether you pay the fees or not, you will be upgraded. That's what I know.
