For ques 23 even I got the answer following your approach. But I'm confused because of screening. Do we have to consider the screening effect in this question? If yes then the answer will differ.

Sir if high type consumers are always going to choose (q-low, t-low), then how will the monopolist differentiate among the two types of consumers. And it's clearly mentioned in the question that the monopolist can observe both the types of consumers.

In Q 23, he can observe the type. So, he can offer different plans to the two types.
In Q 24, monopolist cannot observe the type. In this case, both the types will choose the (qL, tL).

Hey maecon, we get only one value of px/py.
Even for question 21 we get only one value.
